Interim Special Council member is a transitionary position that can temporarily hold the seat of a Special Council member after the latter resigns or is impeached.
Interim Special Council members hold limited terms relative to Special Council members.
Interim Special Council member appointments are an emergency governance method only to be exercised upon a vacant seat as a result of Special Council member impeachment or resignation.
The search, requirements, candidacy and appointment of an interim Special Council member are entirely at the discretion of the remaining Special Council members.
In the scenario of a split decision amongst the remaining Special Council or if there are no Special Council members remaining, then an emergency Special Council election must be held at general vote.
An individual appointed as an interim measure can only be granted the position and title of “Interim Special Council Member”.
Interim Special Council members can only serve a term of up to 3 months, after which a Special Council election must be held for the seat at general vote.
Interim Special Council members cannot be included in a vote to impeach other Special Council members and do not contribute toward to quorum requirements for such a vote.
